这是一个‘主谓一致’的问题，neither是其中比较难以使用的单词之一。

当neither被用作主语或者主语的一部分时，谓语就要用单数。因为它指的是‘两者之中哪一个都不......’。例如：
-Neither cell phone is made in Shanghai.两部手机都不是上海制造。
(这句话里neither是形容词，修饰其后的cell phone)

-Neither of them was invited.两人都没被邀请。
（这句话里neiher是代词，充当主语）

但是，在后一句如果用口语来说，也可以用复数：
Neither of them were invited.

不过考试时，保险起见，用单数。
