"9.11" report, destructive force limited
After more than a yearlong investigation, the Sept. 11 commission finally released the report. Since the process and some conclusions have been leaked out beforehand, now the report is no more than a rattle and cackle, resembling a bomb ignited far away from the stage of the US presidential election.
Its impact on the presidential election in the United States, on Bush and Kerry, whether it's an ill or good omen is represented in the following three aspects.
Could the "9.11" incident be avoided?
Soon after the "9.11" tragedy, the Bush administration established the Department of Homeland Security for internal battle against terrorism.
However, the coordination and cooperation in the intelligence circle was far from adequate. The Central Intelligence Agency (CIA), Federal Bureau of Investigation (FBI), National Security Agency, Information Agency under the Department of Defense, passed the buck to each other, and thus failed to meet the needs of the US anti-terrorism battle.
The chaos in intelligence is only an epitome of the internal conflicts of the Bush administration. The varied notes and voices in the administration are rare to see, and the fact is an extension of a situation in which"capable ministers support for a weak president" when Bush was moved to the White House. The "9.11" report indicates, if the US coordination in security system was supportive and capable in response, the "9.11" incident could, to some extent, have been prevented (not might be"avoided").
However, Sept. 11 commission is a fifty-fifty composition of the Republic and Democratic, and the report is brought to daylight out of the compromise between the two parties. Conflicts have been defused in the process of rows and for evidence collection, therefore, the firepower of the report is truly limited.
US political operation is like a big machine, and the Congress's launching investigation is a vivid indication of the running machine. Just like the impeachment against Bill Clinton, well-informed people all know that it was impossible to chase the president out of the White House. However, the process since started must be carried to finish. The investigation on "9.11" incident is just similar to the confetti in the election year, from time to time, stirring up waves, but no more than waves.
For Bush administration, a good or ill omen
What makes Bush administration feel relieved, after all, is the report dividing the responsibilities of Clinton and Bush administrations for the "9.11"event to forty-sixty. However, the report once again have drawn the people's attention from the turmoil in Iraq back to the homeland (the contribution also includes reprimand on al Qaeda-supporting Iranian terrorists' attack on the United States).
A juncture for restructuring the US intelligence circle?
The "9.11" report will become a suggestion on the legislation, thus helping the commencement of the law-making program to restructure the US intelligence circle. However, due to the elections in the State Department and the White House, the program can only be substantially started after the election year.
In that sense, the impact of the report lags behind, and its profound influence to be effected on the domestic politics of the United States can only be in the future. After the "9.11"event, common anti-terrorist hatred dominated the United States, the Congress loosened its hold in the White House, and even degraded into a servant of the White House. The establishment of the Sept. 11 commission can be regarded as a bounce of the State Department.
The release of the report is supposed to indicate that, the State Department, as a head in the constitutional division of power, is reluctant to evade historical responsibility, and shoulder bigger duty when it comes to matters concerning the long-term order and stability of the United States.
Therefore, the report is neither against the White House, even less likely for opposing president election nor against the Bush administration, instead, it is a compromise of the two parties and a soothing dosage by the US ruling class to the taxpayers. Over-imagination may end in vain.
