(1)decide只能跟to do连用，不能接doing sth.
(2)spend（花费）＋钱＋on+（名词or代词）
如：I spend two yuan on the pen.(我花了两块钱买这支笔。)

spend(花费)＋钱＋in+doing sth.(“in” 可省略）
如：I spend two yuan (in)buying the pen.(我花了两块钱买这支笔。)

另外：spend(度过）＋时间＋名词（主语是人）
如：I spend Spring Festival with my parents.(我和爸比妈咪一起度过春节。）

第1个问题 decide是只能搭配to do的
至于第2个问题 spent是spend的过去式，当然也可以自己做形容词。做形容词的意思是用尽的, 精疲力尽的, 失去效能的；当作为spend的过去式时，用法随时态而变。spend的用法如下：在表示“花费”时，spend 可以用于被动语态。如：Two hours was spent on the work. 做这工作花了两个小时。
spend可用于比喻用法中，表示“表示消耗”“用完”。如：
I’ll spend no more breath on him. 我不会再和他费唇舌。
He spent great efforts to help me. 他费了很大的劲儿来帮我。

一般情况下，Spend 搭配 in 或者 on
Spend on sth 花在某方面
spend in doing sth 花在做某方面
基本就是这两个搭配了。
