Glad to know that you're interested in English and would actually find someone to practice together in order to improve it. So below shown is the advice I gave in another similar question here in Baidu. I hope it would be helpful to you.
First, you should find yourself a book or whatever English articles which you are interested in and easy for you to read out loud. And then you'd better spend a certain amount of time, like 1-2 hours to read it out. This is for practicing your tongue, to make it roll more naturally and fluently just like the Americans do.
Second, you should find yourself a partner to practice with. But if you are afraid to speak to others since you might think you are not good enough to do the face to face practice. You could turn on QQ or MSN, this sort of stuff. Anyway, if you like, you could actually practice with yourself. Grab a chair and sit in front of your mirror and start chatting to yourself with anything you can think of in your mind, in English of course.
Third, you have to grow some interest in English and don't just learn it because you feel like you have to. Just learn it because you like to. This is very important. Of course, you should also be very confident about English learning. If a lot of others can speak English very well, then you can too.
Finally and most importantly, keep working hard and be always working hard.
